I should like to add a brief word of congratulations to Mr Saridakis on his excellent report, which I support without reserve.

Also in those areas where for years now Parliament has expressly and very vigorously been demanding progress.

I should like to know how long it will be before all the road safety measures particularly speed limits are finalized at European level.

It is clear that decisions must be taken at the most appropriate level, whether at local, regional, national or at Community level.

Moreover, I can imagine that those countries too set great store by freedom of choice, a value so cherished in Europe.

Mr Van den Broek. (NL) I have as yet received no information from Mr Genscher concerning his talks with Mr Schultz.

Mr Selva (PPE). (IT) One precise question on a precise fact a country in the European Community has been made the subject of a reprisal by dictator Ghaddafi, and that country is Italy.

In describing here the efforts for peace made by the Community, I must stress that they were made while cooperating fully and acting in solidarity with the other members of the international coalition, in particular the United States and the Arab countries involved, and while maintaining cohesion within the Community itself.

A particularly important aspect of town twinning arrangements within the Community is schemes to develop periods of advanced vocational training in craft industries and the liberal professions (and other sectors), providing that such exchanges are not subjected to restrictive administrative conditions.

The honourable Member's question concerns two aspects which must be clearly distinguished the Community aspect and that of European Political Cooperation.

I shall first of all deal with the foreseeable since the present draft budget, drafted before the repercussions of German unification and of course before the Gulf crisis, does not

I believe that without a clear reply to this question, our whole debate lacks foundation and purpose.

We therefore support these reports, and we sincerely congratulate the rapporteurs.
